I'ts been awhile since i've been at this. I was just wondering if I was able to update my phat psp from 3.40 OE-A to the newest CFW or is there some steps I need to take in between?

You need to upgrade to 3.52 M33, then 3.52 M33-4, then you can upgrade to the newest custom firmware
